I have already discussed how to get Windows Seven like Aero Effect and Taskbar in Windows XP. Another really nice addition to Windows seven is its new Desktop Properties (called Personalize). With a little bit of work you can get it in Windows XP also. Here’s how to do it:
Download the modded themeui.dll and Replacer for XP.
Browse to C:\WINDOWS\system32 (C:\ is the Windows XP partition).
Backup the themeui.dll file.
Now use the replacer utility to replace the existing themeui.dll with the modded version.
Save all your work and restart the system.
Changes should be visible after reboot. Be warned that this was designed to work with Windows XP SP2. However, it should also work on machines with Service Pack 2.

I actually skipped Vista entirely. It was too rough and performance issues were too many.
